[연구논문] 김정은 정권 ‘새 세기 산업 혁명’ 노선의 형성 과정 (The Development of North Korea’s Policy Line of the ‘Industrial Revolution of the New Century’ under the Kim Jong-Un Regime)

초록	The idea of the ‘Industrial Revolution of the New Century’ is at the core of the Kim Jong-Un regime’s economic strategy. Examining the development of this policy line in the 2000s, this article suggests that this policy line is the token of policy continuity not differentiation between Kim Jong-Il and Kim Jong-Un regimes. The regime’s main policies in science and economy, such as those of integrating economy and science, making all people experts on science and technology, and “informatizing” economy, had appeared as early as in 2001, in the course of the discussion on the information industry era presented by Kim Jong-Il. From 2009, the idea of a knowledge economy era, the conceptual basis of the policy line, began to be replaced by that of an information industry era, an idea having a more comprehensive meaning. It was in this particular year that Kim Jong-Un emerged as the successor of his father, Kim Jong-Il. The policy line was then fully established in December 2011, just before Kim Jong-Il died.
