[Special Issue] The Overseas Fellowship Program: A Technoscientific Scholarship Program in New Order Indonesia

초록 | This paper discusses the Overseas Fellowship Program (OFP), a national science and technology overseas training project that the New Order government of Indone-sia (1966-1998) planned, implemented, and managed between 1985 and 1992. It discusses the program’s rationale, objectives, implementation, assessments, and outcomes. Drawing on several sources, this paper illustrates that Indonesia’s over-seas education and training project was part of the country’s industrialization pro-gram to generate highly trained scientific and technical personnel for the country’s six research organizations and several national laboratories. Through the OFP the Indonesian government learned how to manage its own scholarship program, a valuable experience in management training. One result that fell short of its intend-ed goal was to convert the six research institutions into “top-heavy” organizations from “bottom-heavy” ones. The reintegration of OFP fellows also faced some chal-lenges because this aspect of the program was initially underdeveloped. But this program produced hundreds of highly-educated and skilled Indonesian graduates who have been carving their own careers in government agencies, private compa-nies, and in academia both in Indonesia and abroad. Many of them now belong to a newly created association called IABIE and they have been involved in various activities meant to increase the knowledge and skills of Indonesia’s younger gener-ation out of sense of indebtedness for what the country had done for their own edu-cation |
